| As our society and economy enjoy continuous development, the role state-ownedenterprises play in our economic field has also been changing. As one of the first group ofregional state-owned enterprises of the first batch of national-level development zonesestablished after the reform and opening-up, S Company’s development has also entered anew historical period. For nearly thirty years since its establishment, S Company hasgradually developed into an enterprise with business covering many fields, such as port,freight examination, logistics, real estate development, property management and investmentattraction. Not only has it launched relevant projects in each business area, but also it haspreliminarily established a project portfolio management system. However, as many projectshave been carried out simultaneously, and other factors such as the increasingly severe marketcompetition, state-owned property sponsors’ demanding requirements of project performance,and the enterprise’s scarce internal resources, S Company urgently needs to optimize theexisting project portfolio management system to adapt to simultaneous operation of multipleprojects.It is under the above-mentioned background that this dissertation bases on the extensiveresearch on many documents and literatures on project management and project portfoliomanagement, combines S Company’s specific circumstances, and flexibly applies thecombination of theoretical research and empirical study. Also, it furthers the study to thecourse of operation and the analysis of the current situation step by step, and emphasizes onthe analysis of the current situation of project portfolio management and questions existing ineach link, so as to put forward plans of optimizing project portfolio management for SCompany at present and the near future. It also elaborates three links of project portfoliomanagement, namely, project decision (screening) mechanism, structure of managementorganization and management implementation, and studies and expounds resource allocation,performance management, risk control and support system to a certain degree.Taking project management as the entry point, this dissertation studies how S Companycan overcome its weak capital power and many policy restrictions of state-owned enterprisesin the market where central enterprises, large-scale private enterprises and foreign-fundedenterprises compete for space and resources for survival in the era with increasinglycomplicated economic environment and severe competition, and explore a feasible road ofmanagement that can fully exert its characteristics. This is also a road of fully utilizing theexisting advanced project portfolio management thoughts and theories, realizing innovations and breakthroughs and improving management efficiency. |
