A Study On Less-developed Counties Develop Characteristic Industry Cluster

Since "developing and expanding county economy" put forward in the CPC's16th National Congress, the importance of county economy has been well known by more and more people. As the elementary unit of national economy, its developing standard and speed, to some extent, determines the scale and potential of China's entire national economy. But the reality is that the differences in resources, climate, location and other factors result in imbalance of county economy development. Especially the existence of too many less-developed counties brings out backward county economy in China, and it severely affects the improvement of entire national economy strength. So, the research on how to effectively organize less-developed counties to achieve a leap in the development shows great practical significance in improving development level of entire Chinese county economy, solving problems faced by agriculture, rural areas, and farmers fundamentally, balancing urban and rural development and alleviating the contradiction of urban and rural dualistic structure. Based on such background, the paper empirically analyses one of the top30less-developed counties in Pingyi County of Shandong Province, which promotes local economy by developing characteristic industrial clusters, and analyzes how less-developed counties choose development path, which offers beneficial reference.The essay consists of five chapters.In Introduction Chapter, the author introduces the research background, significance, contents, structure, methods and innovations.In Chapter Two, through analyzing the basic features of county economy in China, the article presents the intension of less-developed counties, industrial clusters, and characteristic industrial clusters respectively. It also outlines the theories concerning industrial clusters on the basis of county economy development.In Chapter Three, based on the detailed analysis about constraining factors in developing economy of less-developed counties and competitive advantages of industrial clusters, the essay emphasizes the significance and influence of promoting distinctive industrial clusters to economical development in less-developed counties.In chapter Four, as analyzed above, the passage empirically analyses the characteristic industrial clusters in Pingyi County, Shandong Province, including introduction, main approaches, effectiveness, problems and enlightens.In Chapter Five, this paper probes the regulation among less-developed counties and characteristic industrial clusters. And it puts forward suggestions on how less-developed counties promote economical strength by developing characteristic industrial clusters.
