Industrial clusters is a kind of specific organization which is informed according to the professional work-dividing principle between enterprise. This kind of organization is a organic system. It has the features of regional assemblity, network co-operationality and root condition etc. The advantage of competition should be understood as the scale or diversity of competitive force put up by two or more subjects of competition. From the global perspective, the industrial clusters, as the characteristic industrial spatial-organized form, shows its extraordinary dynamic in the economic systems all over the world today. In China, Zhejiang, Guangdong, Jiangsu province and so on take on the ongoing view of industrial clusters.Currently, the researches on theory of the industrial clusters are mostly based on the experiences of the developed western countries. There are very few researches on the industrial clusters of developing countries and regions, let alone the comparison analysis between the domestic and foreign traditional industrial clusters.The researches on the industrial clusters help to promote the economy standards of the entire country. To a specific region, they help region to enhance the competence in the country as well the whole world by providing theoretical and practical guidance, at the same time, they help to increase the productivities of the industries in the clusters, and push the industries to raise to a higher grade. This article is about the researches on the main factories of creating competence from industrial clusters with comparison analysis, the developing models of the domestic and foreign industrial clusters, and the roles of government administrative policies in the industrial clusters, etc. and thus to explore the realistic route to increase the competence of the local traditional industrial clusters in our country.
