The application of information technology and network technology to the application, constantly changed elements of the business and competitive conditions, competition from the capital, mainly to the gradual shift to the main competition for talent, so the company's human resources strategy is particularly important. The traditional personnel management is increasingly unable to meet the international competition for talent and professional needs, so many companies began to consider adjusting the human resources strategy, changing human resource management to meet the requirements of competition for talent.Traditional human resource management model will be about 70 percent of the time in the day to day transactional activities, such as benefits administration, personnel records and employee services, and spent as training, performance management and employee relations and other traditional activity was relatively less. In 2003, along with the popularity of the network, electronic human resource management has entered a period of rapid development. In 2006, human resources management system software sales growth of 23.7%, enterprise software for e-HRM demand, especially in north, east, south and southwest, to some extent to promote market growth in the region.Although the e-HRM system has been relatively widely used, however, companies in the implementation process and did not receive the desired results, then the business how to choose their own e-HRM system? How to make the e-HRM system be well implemented? Therefore, research on e-HRM business system selection and implementation is of great practical significance.This paper analyzes the status of E-business human resource management of domestic and international, on the basis of mastering the theoretical knowledge of human resource management, management information systems, from the theory with reality, against appeared related issues of enterprise D for the implementation of an electronic human resource management, analyze its causes, and to focus on the implementation problems of enterprise D for human Resource Management System electronic countermeasures and best mode, identify key elements on effective implementation of e-HRM system, in anticipation to help other businesses on implementing e-HRM system, through e-HRM system to achieve its true meaning of improving management, enhancing the competitiveness.
