Function And Operation Of Science And Technology Service System For Machine Tool Industry

The machine tool industry, which provides technical equipment for national economic construction and development, is a pillar industry in the national economy. And the development level of machine tool industry represents a country's manufacturing capacity and development level of science and technology. For years, the developed countries, such as United States, Japan and Germany, have always remained the leading position in machine tool industry in the world,while China's machine tool industry has been in a low-level of manufacturing. One crucial reason is the scientific and technological development level of China's machine tool industry is low, and the machine tools have been in low scientific and technological level and low added value. Therefore, to establish science and technology service system for machine tool industry and to provide science and technology services with high quality are very important for China's machine tool industry.In this paper, based on the research background of machine tool industry, with focuses on the technology demand of machine tool industry,the study is conducted from the following aspects: firstly the science and technology demand and current state of supply of machine tool industry is elaborated, and problems of science and technology service are analyzed from three aspects. Secondly, the related function of science and technology service system for machine tool industry is designed. Based on the study and analysis of the concept, impact and existence form of science and technology service and service product for machine tool industry, the Quality Function Deployment method is used to distinguish and devise the demand of science and technology service functions of the machine tool industry, and then detailed description of the operating model, organization structure and organizing function of the system is given. Thirdly, operation of science and technology service system for machine tool industry is researched, and the operating model, workflow and operating mechanism of science and technology service system is elaborated. And finally, through analysis of service function and operation of USST technology transfer centers, partial content of this paper is proved.For the fact that the science and technology supply is unable to meet the demand of the machine tool enterprises, this paper proposes to resolve this problem by establishing science and technology service system for machine tool industry to help the enterprises promote their technological level, enhance the capability of independent innovation, and realize sustainable development of machine tool enterprises.
