Countermeasure Research Of Technological Sme's Differential Incubation Based On Policy Implementation Model

Technological small and medium-sized enterprises is a new force of small and medium-sized enterprises, which is the pioneering work of largeness scientific and technical personnel devoting themselves into market economy and depending on technological innovation, who transform from scientific and technological achievements to actual productivity technology, and it is successful example of economy combination. And public policy implementation as the effective means of adjusting economy has the very important influence on the development of Technological SMES, which has the important reference significance on the future perfect system of market economy.First, this study related to the implementation of domestic and international public policy theory, often through government financing, innovation, human resources and other factors to support SMEs, followed by the corporate life cycle theory of in-depth analysis of technology-based SMEs in the growth stage on the the corresponding classification, mainly from the total assets and total sales revenue to distinguish.Secondly, this paper presents the concept to explain and validate the model, through the aforementioned theory of policy implementation and corporate life cycle theory reviews of the literature on the financing environment, innovation, environment and human resources development, environmental impact factors of SME-concept defined and proposed in this paper will further verify the three assumptions.Then, this theory from the implementation of policies and corporate life cycle theory, the use of research from the Songjiang District of Shanghai more than 200 companies collected sample data, while the design of the "financing environment", "innovation environment" and "human resources and the environment." three scales, questionnaires and samples were collected descriptive statistics, detailed analysis of the different stages of business incubation needs.And, the paper mentioned above and the financing environment scale, innovation and human resources and the environment Scale variables involved in a reliability analysis, validity analysis and exploratory factor analysis and internal consistency test, through the start-up survival, stability, growth and high-speed growth of the different stages of growth companies build a structural equation model to assess the effect of the implementation of SME policy. Finally, some suggestions are put forward, technical SMEs in the different life cycle stages show a different operating conditions and demand characteristics of incubation, the Shanghai municipal government should be based on the growth stage in which their own characteristics, taking the corresponding incubation strategy to address Technological SMES.such as financing and other issues.
