Research On The Issue In The Process Of Differential Housing Credit Policy Implementation Of Shangqiu City

In2007, the PBC and the CBRC jointly issued "Strengthening the management ofcommercial housing credit", which kicked off the “Differential Housing CreditPolicy”, our state began to use financial instruments to implement the regulation onthe housing market, therefore, the development of commercial housing financemarket became more stable and healthy. However, a range of problems, such as thecredit policy is not consistent with actual situations, the policy has been poorlyimplemented, and the effect of the policy is not satisfactory, still remain in the realprocess of implementation. Bringing forward effective measures of improvement inlight of the research based on the practice is of both theoretical and realisticsignificance to improving the implementation of the policy, supporting the self-usinghousing demand, and helping the housing prices return to reasonable levels.This essay takes Shangqiu City as an example, with reference to various materials andquantitative and qualitative analysis, and application of the policy implementationmodel of T.B Smith as theoretical analysis framework, from the four factors of theidealized policy, implemented authorities, target groups and environmental factors, tostudy the implementation status in Shangqiu City. Through analysis, the problems ofthe implementation of the differential housing credit policy are revealed and thesolutions that are aimed at realizing the corresponding objectives are tentativelyproposed. This essay proceeds with four chapters: The first chapter describes thesignificance of the study, the current status of the research and the contents of policyimplementation model of T.B Smith; the second chapter is a study on theimplementation status of the policy, among which the operation of commercialhousing market in Shangqiu City is dicussed; the third chapter pointed out therepresentational problems in the process of policy implementation, followed by theexplanations on the causes of the problems; the fourth chapter is the proposedsolution to the problems of the implementation of the differential credit policy.
