Healthy development of SMEs has been concerned by more and more countries, the stable growth of SMEs can directly affect a country's economic performance. Innovate continuously is a prerequisite for the development of SMEs. Although the government give a variety of other innovation assistance to SMEs, there are still service failure. Therefore, the correct evaluation of the effectiveness and the merits of innovative services, to become the front of the present proposition.In this paper, we take evaluation of innovative services for SMEs as the research object. The author reviews the obstacles of SMEs innovation,evaluation research of SME innovative service literature. Based on the theory, which refers to evaluation of innovative services for SMEs by Linhan Chuan (2002), constructed the supply innovation system and accepted evaluation system for SMEs'innovative services. This study makes out the supply-accept and the gap-variance four-quadrant model.According to the theoretical framework, the paper selected Wuxi and Yancheng as an empirical research. First, combine AHP and entropy weight method to fix out the weight of index. Secondly, do Fuzzy-AHP analysis, variance analysis and correlation of acceptance,evaluation,effect by using SAS9.0 and SPSS16.0. Evaluate merits and effectiveness of Wuxi and Yancheng's innovative services. Finally, giving Wuxi, Yancheng regional differences, and according to quadrant analysis model studies of the Fuzzy-AHP scores, variance data, the correlation coefficient, obtaining a comprehensive evaluation of Wuxi, Yancheng's innovative services.The main conclusions of this study are: Wuxi SME innovative services input and acceptance are better than the Yancheng. Wuxi's innovation services input and acceptance are relatively abundant, and the input has a higher degree of acceptance. SMEs think that innovation service providers know enterprises'demand. Yancheng's innovative services are not adequate and the input is not meeting the acceptance. A large number of SMEs didn't pay attention to innovative services for SMEs. Innovative service providers didn't know the SMEs'demand for innovative services, the whole market of innovative services is in a relatively disordered state.This study broadens the perspective of assessment of innovative services for SMEs. From the perspective of supply and acceptance evaluation, proposed four-quadrant model. By using the four-quadrant model, evaluate Wuxi,Yancheng's innovative services for SMEs. This has a reference value to improve and adjust the innovative service system for SMEs.
