By changing the genes of biological tissues, transgenic technology give animals and plants more than natural selection and artificial breeding of the resulting function, so as to achieve high-quality high-yield purposes. GM technology in agriculture has become so widespread, genetically modified agricultural products in international trade is growing rapidly.However, transgenic technology has potential security risks, if not properly controlled, may cause potential environmental damage and even affect a country's sustainable development of agriculture. Countries may have different attitudes to risk, the most representative of the United States and the European Union. United States believes that genetically modified organisms and non-genetically modified organisms are not fundamentally different, using a product-based management, monitoring and management of the objects of biotechnology products, rather than the bio-technology itself. The EU believes that genetically modified organisms should receive rigorous safety assessment and monitoring, and development process for genetically modified products and has established strict regulations, directives and standards. International trade in GM products, the claims of different countries, trade disputes are increasingly frequent.In recent years, the genetically modified crops have a greater level of development, made some independent intellectual property rights. As of 2009, China's commercial GM crops planting area reached 3.7 million hectares, after the United States, Canada, Argentina and Brazil, India and other countries, ranking sixth in the world, some types of products with large export potential. But compared with developed countries, China's research and development of transgenic technology level is still relatively backward, but also in domestic and international markets are subject to the impact of technologically advanced countries. In fact, in recent years, China's imports of genetically modified agricultural products greatly exceeded exports, the formation of sustainable agricultural development of China's tremendous pressure, China must make adequate psychological and institutional preparation.For the above, China should attach importance to the development of transgenic technology support, and trade in genetically modified products to take certain policy measures, the fourth technological revolution to seize the opportunity for the international technology market dominance, while protecting our sustainable development of agriculture, to improve national welfare standards, and achieve the great rejuvenation of Chinese nation. To achieve the development of biotechnology, not only government support of biotechnology research and development, more needs to genetically modified agricultural trade policy to take effective measures. This study hopes to provide a reference to this problem.
