Analysis And Measures On "Labor Shortage" In The Pearl River Delta Region

For three decades after reform and opening up, millions of migrant workers came to cities for living. However, in early 2004, a shortage of migrant workers which first appeared in the Pearl River Delta region unexpectedly emerged in China and gradually aroused attention. Since the beginning of 2011, many companies in the Pearl River Delta region once again encountered a new round of more serious labor shortage . It is believed that labor shortage is no longer a temporary, localized and structrural labor shortages, but an urgent problem need to be solved for the governments. Whether the government can effectively solve this problem is a severe test to the government's governing capacityBased on the statistical analysis of survey results, the causes of labor shortage in the Pearl River Delta were investigated. The corresponding solutions were proposed, inculding improvement on salary of migrant workers, implementation of the the systems of subsistence allowances for migrant workers, strengthening the interests maintenance of migrant workers, improvement on the education condiction of migrant workers'children, speeding up industrial restructuring in the Pearl River Delta, promotion on the vocational education and training reform and speeding up the process of integration of urban and rural areas. It is expected that in the beginning of the the twelfth five-year-plan this paper can be a useful reference to solve the "labor shortage" in Pearl River Delta region and to promote a sound and rapid eco-social development in our province.This paper includes five parts as follow:1. The research background and significance of the research and related research at home and abroad were deacribed in the first part. The concepts of migrant workers, labor shortage and double-transfer were defined as well.2. In this part, the questionnaire method was used to investigate the causes of labor shortage . Based on 900 questionnaires by labor workers, the relative data were summed up and analysed. The characteristics of the labor shortage phenomenon and the development trend were summarized.3. Through the analysis of the data, combined with the practical situation of the pearl river delta region, the causes of this phenomenon was detailed analysed4. In the last part, the solutions and policy suggestions to slove the labor shortage problem in the Pearl River Delta were putted forward.
