Labor-intensive Industries Of The Pearl River Delta Region Transfer

Under the condition that China's regional economies are adjusting step by step,labor-intensive industries in Pearl River Delta are moving outside in large scale as a part of the new round of international industrial transfer.As the upgrading and adjustment of any kind of economy will face all kinds of difficulties,industrial transfer in Pearl River Delta also meets restrictions caused by factors such as labor force,supporting industry,sustainable development and so on.By reviewing the history and analyzing the current situation of the development of labor-intensive industry in Pearl River Delta,This paper studies the cost pressure and development bottle-neck faced by the industry which mainly relies on labor.To break the bottle-neck and look for new development space, moving out is an inevitable choice.But the low-attached-value industry meets the following new challenges because of the difficulties and problems emerging in the process of transfer:How can the labor-intensive industry change the old way of using labo;how can the moving-out industry obtain collective effects more quickly as modern industry puts forth higher requirement for supporting industry; how should the new receivers of the labor-intensive industry deal with its bad reputation of high pollution and high cost of energy.This paper puts forward suggestions for the 11th five-year plan of Guangdong Province on the importance of the development of the labor-intensive industry in Pearl River Delta.In specific,with regard to the construction of Guangdong industrial transfer Park,the paper thinks we should make great efforts to build two to three large-scale,high-standard and industry-collective modern industrial park as "model project" to play an exemplary role and promote the plan and construction of the industrial transfer park in Guangdong.In the meantime, the government,enterprises and industry associations should strengthen the guiding of industry and cooperate to promote the industrial transfer collectively. The paper proposes to carry out the "social unfixed labor contract" plan,and studies to cultivate a relaxed social environment and make the labor circulate freely.Besides,the paper proposes to avoid pollution transfer by combining economic means with administrative means.
