The "Shortage of Peasant-laborers" in some coastal areas of Guangdong province is phenomenon of supply surpassing demand of labor force in the period of high-speed economic development with time passing. The reasons for it are that factor market is imperfect and that the legitimate rights and interests of peasant-laborers are not safeguard which are caused by unsound legal systems. This article begins with the origin, the age, the sex and industrial structure, the income condition of the peasant-laborers in the Pearl River Delta. It analyses the characteristic of our country labor market and labor sources of its own characteristic, makes a tentative explanation why there exists a long lasting rush flow of peasant-laborers even the wage rate of peasant-laborers remained very low and the outbreak of current shortage of peasant-laborers even there exists a great number of redundant peasant-laborers. From a different aspect to see the performance characteristic of the "shortage of peasant-laborers".In the end, the article gives the ways of solving this problem.
