High And New Technology Development And Industrialization Zones Developing Strategic Based On The Performance Assessment System

High and new technology development and industrialization zones (short for high and new technology zones) are a key body that develops strategic emerging industries and cultivates continual momentum of economic development, but also a supporting platform for helping international competition and seizing the peak of high and new technology industries in the world. After 20 years'development, Guangdong high and new technology zones realize an important transfer from their relying on material resources'consumption to scientific and technological progress, labour's quality enhancement and management innovation, the zones stepping into a"the second establishment stage"phase which mainly develops innovative industrial clusters and technologic service system. However, location selection and layout of Guangdong high and new technology zone largely depends on experts'discussion and their decision, and on governments'willing of development, which is lack of scientific decision-making methods, tools and approaches, resulting in many problems such as excessive productivity of high and new technologic parks, irrational industrial layout and deficient industrial supporting infrastructures. Therefore, it is important to set up a proper and effective scientific performance assessment system to guide the development of Guangdong high and new technology zones.Based on Guangdong high and new technology zones'current status, their characteristics, functions and locations and other aspects, the paper, after some study and analysis, aims at constructing two sets of assessment system (of state level and provincial level), which regards the index system as weather vane, by Analytic Hierarchy Process, SWOT method and diamond models and so on. The paper primarily studies the assessment system of high and new technology zones of state level, which includes four factors and thirty-one indexes. The results of assessment suggests that the high and new technology zones of state-level generally have two layers, but those of provincial level three layers, according to which the paper brings forward"One Three Four Five Five"as the strategic targets of Guangdong high and new technology zones.Generally speaking, the paper constructs a performance assessment system both of state-level and of provincial-level. The assessment of"baton"can find out the problem of high and new technology zones development, catch the future development trends of it, get the attraction of governments of every level so as to improve the zones'management system and operation system, construct and develop the high and new technology zones. By means of the assessment results, local government knows further the advantage and disadvantage aspects of high and new technology zones. That helps government to get reference materials to give a relevant guidance and offer innovative resources for the high and new technology zones over the whole province.
