At the same time, there is an unquestionable sign:most of the performance does not produce its value.Because of modern management mechanism construction starts later, Chinese postal service in the strategic management and performance management has many problems. For this purpose, this paper selects D City Post Office business personnel of current performance management system for research object,Use the international advanced enterprise general research method, combining with the key performance indicator,360 performance evaluation, balanced scorecard basic principle, by means of enterprise management concepts, we put forward D City postal business performance index system for the Chinese postal enterprises development strategyD City postal business performance management system improvement plan on the internal management of enterprises to improve and upgrade as well as implementation of strategic goal will provide strong support for the D City Post Office, it has a practical significance for the long-term development and to be worth reference for the similar enterprises.To improve the enterprise performance management continuously, we establish the performance improvement management system. According to the standardized work management process and methods, objective, true and timely detection of enterprises at all levels of the performance completion, using the target completion results and historical completion, as well as with other benchmarking units compared to the whole process, the effect of implementation of comprehensive evaluation and improvement. Improvements include:process management, system, index set, the results of the application of four main aspects.
