Effect On Farmers Of Financial Agricultural Input In Hunam Province

China is a weak agricultural country as well as a large one, with its amount of farmers being a greater proportion in the population and their living standard being the lowest. As a result, the three dimensional rural issues—the issues about Agriculture, Rural areas and Peasants—are the problems to be dealt with urgently, whose key is to increase peasants' income. Hunan is a large agricultural province of our country, but its agricultural development comparatively lags behind, and the famers'income has been increased at a lower degree. So it has become one of the urgent problems for Hunan how to correspond to the Party's call and promote quick and continuous rise of farmers'income by increasing governmental fiscal agricultural input in recent years, during the course of economic development and shift in Hunan. This paper chooses "the impact of Hunan fiscal agricultural input on rising of farmers' income" as the object of study. In the paper not only the relationship between the rise of farmers'income and the scale and structure of Hunan financial input in agriculture in recent years, but also the current management condition of fiscal agricultural inputs have been researched. In addition, the experience of foreign countries about promoting farmers'income by governmental agricultural input has also been used as references, which is expected to be helpful in promoting farmers' income by increasing Hunan fiscal agricultural input.The paper can be divided into five parts, and it analyses systematically and thoroughly the influence of the current condition of Hunan fiscal agricultural input on the rising of farmers'income, which is compared with that of other provinces of our country. The writer hopes that it can serve as a suggestion in bettering fiscal agricultural input and promoting the rise of farmers' income.The first part, which is the introduction, makes a brief exposition about the background of choosing the subject, the purpose and meaning of the study, the current study condition of our country and foreign ones, the main study content and methods, the innovations and shortcomings.The second part, which is the theoretical basis of the analysis of current condition and empiricism practice, analyses the necessity of promoting farmers'income by increasing governmental fiscal agricultural input, and it is developed in the view of the fiscal functions, Theory of public goods, Distributional Theory of N. Kaldor, and Theory of Marginal Productivity.The third part gives a specific analysis about the agricultural development of Hunan, situation of fiscal agricultural input in recent years and the rise condition of farmer's income. These are compared and analyzed with the average of our country, which is hoped to be served as basis of making policy about increasing total amount of agricultural input and improving the structure of agricultural input.The fourth part gives an econometric analysis on the actual situation of how Hunan fiscal agricultural input promoting the rise of farmers' income, which includes multiple variables regression analysis and vector error correction model, and the results of empirical analysis are made compare studies with the analysis results of the whole country.The fifth part is mainly to give some corresponding suggestions of policy about how to increase farmers'incomes on the basis of the above theoretical study and empirical analysis, which include increasing governmental input to agriculture, adjusting and bettering the expenditure structure of fiscally supporting agriculture, improving the efficiency of using the fiscal agricultural funds, and carrying out performance evaluation on the effect of using fiscal agricultural funds.This paper studies systematically the long-term influence effect of Hunan fiscal agricultural input to the rise of farmers'income by using a combination of methods, such as normative analysis, empirical research and comparative study and so on, and some econometric technologies, such as vector auto-regression model, co-integration analysis, error correction model, causality test, impulse response function and variance decomposition and so on. But due to the limitations of the obtaining the data, the paper doesn't analyze the influence of the fiscal agricultural input structure to the rise of farmers' income; meanwhile, due to the short period of time of obtaining the data, the stability of the conclusion is to be improved, which also should be improved in the future.
