Housing has been a hot topic receiving wide attention from the society in recent years. The public rental housing, is an innovative practice of the government in their effort to promote the urban indemnificatory housing system in China. At present, the theory circle is still lacking in systematic study of the public rental housing and much of their focus is on the macro level. This thesis, however, looks into the issue in a more micro perspective. As a kind of social assistance, the public rental housing provides houses for the urban residents who have steady jobs but cannot afford to buy a property for the time being. It is becoming one of the organic parts of the new indemnificatory housing system of China. In order to develop the public rental housing system, the government shall the leading role, and the market mechanism shall also be adopted to absorb social investment. The coordinated development with the participation of the government, market and individuals will ensure the sustainable development of the public rental housing in terms of both construction and management and make those who with difficulty in buying property the real beneficiaries.The main text is divided into5parts:The1st part is the preface, introducing the background, significance, studies at home and abroad on the public rental housing, as well as the study methods, main texts, innovations and shortcomings of the thesis.The2nd part makes an analysis on the status quo of our housing system according to the theories of the public rental housing.The3rd part introduces experience home and abroad on public rental housing, which has provided some enlightenment for us in developing the public rental housing.The4th part elaborates some proposals on development modes and operation mechanism of our public rental housing system. Proposals are given not only in areas of overall orientation and development mode, but also in establishing4mechanisms in terms of housing resources collection, finance collection, admittance and distribution, rental management.The5th part is the conclusion, which also describes shortcomings of the existing public rental housing system and the possible reforms of the system.
