Exploring the development rules of industrial and mining land, optimizing the structureand layout of the industrial and mining land, is the key to promote the sustainable landuse and mineral resources in the mining cities. Wu'an,as a representative mining area, waschosen as study area. This article launched an in-depth study on the development of itsindustrial and mining land from the time dimension. And then, summarized the reasons. Thisarticle also proposed the optimization of the structure and layout of the industrial and miningland and the rational use of incentive and restraint mechanisms of land. The specific contentsand conclusions are as follows:(1) From the study on the current industrial and mining land of Wu'an, we find that thereare series of problems. The main problems of the industrial environment are that industriallayout is unreasonable, industrial capacity is lagging behind, and environmental pollution andecological destruction is rather serious. The problems of the structure and layout are thatindustrial and mining sites scattered layout, the sporadic distribution of independententerprises, the contradictions of industrial land expansion and farmland protection, the heavyreclamation task of disused industrial and mining land.(2) The increase of industrial and mining land of Wu'an derived from agricultural landoccupation and unused land development. Among, farmland becomes the main source of theindustrial and mining land because of its flat landscape, and low development costs. The mainchanges in the industrial and mining sites is also reflected on the increase of miningenterprises along mining and transportation. The spatial changes on the land is to expandscales, to extend the band of mineral resources and to increase transport routes.(3)Identifying the quantities and spatial location of industrial wasteland, or low-efficient,or illegal industries in Wu'an,timely reclamation or replacement is necessary. Replacementexists in geological disaster areas, unsuitable for construction and development of ecologicalsecurity control area. Elimination of small and backward for large-scale and high-techenterprises to optimize the mining land use structure and layout of Wu'an. Optimization andrestraint mechanisms of industrial and mining is proposed.The conclusion is that industrial environment and layout of industrial land exist problems;the main factors of distribution change are demographic factors, economic factors, mineralresource and traffic factors etc.. From the current industrial land and new industrial land, weproposed the optimization of mining land. And incentive and restraint mechanisms are built to promote the establishment of economical and intensive use and Industrial land exit.
