The Analysis Of The Influence Of China On Workforce Flow

With the depth reformation of Economic system, trans-regional flow of workforce especially catches our eyes. The workforce flow to the East is booming, as the river flows toward the east and the peacock flies to the southeast. But there is a principle reason behind this phenomenon that impels the workforce flow.This paper systematically summarizes the motivation and reason of the workforce flow and the influence to workforce flow from the public policy and institution. The result is that economic factors are the main course of workforce flow, and economic development is affected by institutions. This paper combines the theory of New institutional economics, quantized the economic institution of China and explores the direct and indirect effects how the economic institutions influence on the workforce flow. So the mechanism that the economic institutions influence the workforce flow can be found out on all sides. The main results are as follows:Economic institution not only has direct influence on the workforce flow in China, but also has indirect influence through the effect of economic development level. The direct influence can be seen by the laws, regulations and policies made by the nation and regions. The indirect influence is that economic institutions improve the economic development level and then affect the flow of workforce. So, economic institution is the depth reason of workforce flow.At last, this paper suggests that Midwest China should speed the reformation of property right institution, improve our investment environment, increase the force of opening to the outside, stimulate the economy, and enhance talent person system construction so that we can create the excellent institution environment for the talents'reasonable flow and economic development. Accordingly, we can reduce the difference of economic development level among different regions of China, and reach the purpose to balance the development of regional economy.
