Sustainable Development Research Of Landless Peasants In Xi'an Fringe Area Based On The Balance Development Of Urban And Rural Districts

2009《GuanzZhong-TianShui Economic Zone Development Plan》puts forward the innovative construction of Xi'an Development Goals of the international metropolis, standing in the national strategic level, which makes Xi'an become the third big international city after Beijing and Shanghai. In recent years, driven by national strategy Xi'an has entered a rapid urbanization development stage, with the increase of land acquisition and resettlement efforts, enhanced awareness of farmers'rights and the growing tension between cadres and masses, those are not only have an impact for the process of China's urbanization, but also a serious threat to the building of a harmonious society.In the context of building an international metropolis in Xi'an, the more people's lives has injected modern work atmosphere, culture and spiritual civilization construction has always been the key tasks of social construction, how people can live and work happier, how to be able to share the fruits of social progress is worth society enlightening. Southern suburbs as the most beautiful card in the construction of the Xi'an international metropolis, in the process of land acquisition and resettlement, how to stand on the height of the urban and rural development, to examine and resolve the problem of landless peasants in the region for sustainable development, and create a good social atmosphere for the development of the international metropolis, has become the major issues facing the urbanization process in Xi'an.This paper put view from the urbanization process of Xi'an in the recent decades, analyzes the impact of the economic development of Xi'an urban and rural integration degree, summarizes the trend toward Xi'an urban and rural integration degree nearly 11 years. Secondly, analysis the content of the questionnaire, summarizes the opportunities and challenges of Xi'an landless peasants live in city fringe area when they face the problems in the sustainable development, and also summarizes the advantages and disadvantages of both positive and negative aspects, which do efforts to how to provides a practical basis to a scientific and rational construction of the landless peasants of Xi'an city fringe area of sustainable development evaluation system, From the aspect of urban-rural coordinated development. This paper concludes with policy recommendations to address sustainable development issues of the Xi'an city fringe area landless peasants, the innovative transformation of the village collective economic development, and come up with peasants sustainable development path from views of employment landless, democratic supervision, social security and cultural integration, and guide them to achieve the positive aspects of self-worth and social value, and planning long-term development of future generations to make leaps and bounds.
