The Sustainable Development Research Of Landless Peasants In Qujiang New District

In recent years,the process of Xi'an urbanization is accelerating,the southern suburbs of Xi'an Qujiang New District,as the first national-level cultural industry demonstration zone,is leading the development of urbanization in Xi'an.The implementation of large-scale land acquisition and demolition has resulted in more than 20,000 landless farmers in Qujiang New District.Although the landless peasants have got economic compensation and a certain living guarantee,there is still unfair compensation distribution,such as lack of employment assistance and social security.The landless peasants have low participation in urban life,and the ideological situation is not optimistic.How to solve the problem of landless farmers'sustainable development in Qujiang New District is the core and key of this paper.This paper regards the landless peasants of Qujiang New District as the research object and designs interview and questionnaire from four main aspects including the economic base,living conditions,development level and living environment to evaluate the sustainable development status of landless peasants from 15 villages of Qujiang New District.This paper finds out the weak aspects of the sustainable development of landless peasants in each village.Through the empirical analysis of the living conditions of landless peasants,this paper determines four problems of the landless peasants including:the employment rate of landless peasants is low;the daily consumption expenditure increases;the level of social security for landless peasants is low;the landless farmers are slow into the city.Based on the existing problems,this paper constructs the sustainable development model of the landless peasants in Qujiang New District:Survival Guarantee + Capacity Building + Industry Support + Urban Integration+ Bridge Building,and puts forward five suggestions,namely:1)to establish reasonable compensation and benefit-sharing mechanism;2)to pay attention and strengthen the employment placement and training;3)to promote the transformation and upgrading of the collective economy;4)to improve the social security system;5)to actively guide the integration of landless farmers into urban culture.This research,to a certain extent,solves the sustainable development problems of landless peasants in Qujiang New District,and creates a good social atmosphere for the construction of Qujiang New District and international metropolis development.At the same time,this paper provides reference for other Districts of landless peasants' sustainable development.
