| The development of rural human resources is the key to solve the farmer question, the core of tri-farming problem (agriculture, countryside and farmers). Investigation shows that the rural human resources development has many problems, in the implementing process of "Coastal economic belts of Liaoning province" development strategy. Therefore, this paper hopes to find solutions to improve farmers' quality and promote orderly transfer of labor force, changing the current situation of insufficient development of human resources, and practically alleviating the tri-farming problem.Based on the review of researches of domestic, foreign and rural human resources, this paper gives an introduction to the basic connotation of human resources development and necessity of rural HR (human resources) development. Through analysis of related data of the new countryside construction of Ganjingzi district of Dalian, this paper comes to conclusion that the problems mainly include farmers have poor knowledge of science and low comprehensive quality, drain of excellent rural labor is serious, the whole level of rural teachers is not high enough, the quantity and quality of the basic level scientific research personnel in agriculture are low, etc. In view of the above questions, the corresponding countermeasures are proposed in this paper, regarding rural HR development as a basic strategy in policy formulation and implementation, perfecting rural educational system, strengthening financial support to agricultural research institutions and cultivation of agricultural scientific and technological personnel, improving rural information level, carrying out Family Planning Policy and broadening channels for rural labor transfer and so on. |
