By rapid developing and constantly promoting in Electric Power industries, the management paid more and more attention on Staff Incentive System which is as a core business. Nowadays, in the increasing competitive situation of Electric Power market, how to arouse the enthusiasm of the staff, to exert the initiative and creativity, to tap the potential of employees and to improve efficiency and effectiveness of the enterprises are urgent issues which the company can stand in the market when face the rat race. As a knowledge-intensive and technology-intensive enterprise, we must take great importance on human-resources management, pay attention to employees'inner working initiative, carry out the people-oriented management, integrated utilize variety of encouraging ways, establish the excitation mechanism and give full play to human nature efficiencies. Only by this, we can enhance the core-competitiveness of Electric Power and bring more beneficial results for society.In related theory of the incentive and incentive mechanisms support, we state the hunan province power industry employees of the present situation of incentive mechanism, because of the power enterprise long-term consolidate the monopoly position advantage and traditional management system inertial, lead to the negative influence of existing incentive know narrowness and incentive policy about the unfairness of rationality, imperfect in performance evaluation and human capital investment compensation, lack of strategic orientation relative lack of planning and operation team is not stable, salary system is not science and unreasonable distribution and enterprise culture construction not perfect and incentive mechanism of such problems as the power, therefore need to build a comprehensive system of incentive mechanism of strategy, scientific and reasonable compensation system optimization strategy, to establish performance oriented relative employees work value evaluation dynamic system, build the characteristics of the industry training and development work incentive mechanism, optimize enterprise culture in five aspects such as the incentive mechanism of optimization strategy to effectively motivate the electric power enterprise employees, make the enterprise and employees to achieve organizational goals, the benefit maximization.
