Research On Optimization Of Comprehensive Budget Management System Of Z Power Company Based On Strategy Orientation

Comprehensive budget management is the important tool for the implementation of enterprise strategy,plays a crucial role in growth and expansion of modern enterprises.Enterprises through a certain period of business activities,financial activities,investment activities to implement specific budget arrangements in order to achieve the specific plan of the strategy,control standards and coordination assessment of the management and control system,that is comprehensive budget management system.Comprehensive budget management first appeared in the 18 th century in the UK.With the acceleration of the industrialization process and after more than 100 years of development,comprehensive budget management's applications have been more mature in the majority of Western Enterprises.In recent years,the State Grid Corporation of China try to reform— "three sets of five".Electric power enterprises as a pioneer in reform to join the wave of enterprise management model innovation,the traditional business management model is no longer applicable.Electric power enterprises need to find new management methods.In this opportunity,comprehensive budget management has become an important driving force to promote enterprise reform and upgrade and realize strategic transformation.Since the establishment of a comprehensive budget management system,the State Grid Corporation of China and its subsidiaries continue to explore some success,but still can not fully meet the special nature of the electric power enterprise and the current development status.In practice,there are still some problems that hinder the sustainable development of the company.The root of these problems lies in the fact that budget management can not effectively integrate with the development strategy of the company.Therefore,through the strategic integration into the comprehensive budget management,the strategy to lead the sustainable development of enterprises is the especially important part for the current electric power enterprises to reform and innovation.This paper take the case study method,select Z Power Company located in the eastern developed area under the State Grid System as the research object to carry out strategic oriented comprehensive budget management optimization.Firstly,the paper introduces the development course of budget management and the research status of budget management at home and abroad,and summarizes the relationship between enterprise strategy,comprehensive budget management and the relationship between them.Secondly,combined with the Z Power Company,the author through the field research,visit and other forms to understand the status of budget management,summed up the Z company in the critical period of strategic transformation,the budget management system still had a lot of problems,such as the budget organization system is not perfect,the budget preparation system is imperfect,lack of budget control and other issues.The reason is that the company's budget management and corporate strategy out of line,is not conducive to sustainable development.Based on this,the author introduces the strategy-oriented comprehensive budget management as a docking bridge between the company's strategy and the comprehensive budget.Combining with the characteristics of the current environment and the electric power industry,from the perspective of corporate strategy,the author puts forward some pertinent optimization suggestions for comprehensive budget management objectives,organizational structure,compiling system,implementation and control,evaluation and incentive.Hope that through the overall optimization measures to promote Z Power Company's long-term stable development.The research of this paper provides a new perspective for the comprehensive budget management of the enterprise and uses the balanced scorecard to realize the transformation of the enterprise strategy to the budget management.The optimized comprehensive budget management system becomes a reliable tool to enhance the internal management efficiency of the enterprise and a viable way for the enterprise strategic landing.At the same time,it also provides a reference for the comprehensive budget management and strategy implementation of similar enterprises in the electric power industry.
