Research On Changsha,Zhuzhou And Xiangtan Regional Innovation System Based On Industrial Cluster

Innovation has become the soul for a country or nation to prosper under the current background of economic globalization and regional integration. The competitiveness of the region, as the determinant factor to gain development advantage of regional economy, reflects the comprehensive power of the region. In such economic situation, the regional innovation system has become the indispensable qualification to develop regional economy. Therefore,Changsha,Zhuzhou and Xiangtan, the economic development core of Hunan Province, enjoy their own advantages of natural resources,existing industries and structures of regional economy distribution to construct Changsha,Zhuzhou and Xiangtan regional innovation system as their own development model.This paper employs the theories and methodologies of system science,innovation science,development economics and regional economics to analyze the regional network characteristics,power mechanism and innovation functions of industrial cluster specialization, and explore connotations and features of regional innovation system. Based on the relationship analysis between industrial cluster and regional innovation system, this paper constructs the innovation system with enterprises,R&D structures,education training structures,government and agencies as the main innovation behavior subjects, analyzes the interactive innovation network relationship of these subjects, points out the function factors of innovation network are the performances of innovation behavior subjects: concept innovation,system innovation,technology innovation and management innovation. The development of regional economy concentrates on constructing environment network which conforms to regional innovation system appropriately and coordinating between the network and the factors of regional innovation system. This paper divides the environment network of regional innovation system into 4 international and interdependent levels: infrastructure network,culture network,information network and system network. Most existing researches about these aspects above are based on theoretical framework of general innovation system, and some details and measures of researches about provincial regional innovation system need correcting according to the situation of Changsha,Zhuzhou and Xiangtan.
