Study On Japan Employment Adjustment Subsidy

As globalization intensifies, bilateral, multilateral and other trade agreements signed, trade liberalization is becoming more deeply involved in the countries which are facing the domestic industrial structure adjustment, this situation will inevitably make some industrial enterprises impacted go bankrupt, and workers lose their jobs. Thanks to the impact of economic globalization, Japan's exports reduced and imports increased substantially, labor market is facing great challenges. But thanks to the effect of Japan's Labor adjustment policies, compared to US and European countries, Japan successfully keep a lower unemployment rate.China is in the process of system transformation and growth of dramatic structural change. Many enterprises have high dependence on foreign trade, once the international market fluctuates, such as reduced external demand or imports increase would give a serious negative impact on our economy, resulting in a series of social problems. Moreover, China's labor assistance system is not perfect, our government has always advocated harmonious development. Therefore, learning from the successful experience of developed countries Like Japan is important. Nowadays in our current system, there is no complete and systematic labor adjustment and aid system. Moreover the system of the relevant Labor adjustment and aid system scattered in three systems:the employment policy, the income distribution system and the unemployed insurance of social security. Especially in the unemployment insurance of social security aspect, Our country officially promulgated "Unemployment Insurance Rule", in May22th,1999.Because our country's unemployment insurance system starts late, in addition to special national condition, many problems have appeared. But Japan gained rich experience in the establishment of employment insurance system. Besides, both China and Japan date have common historic tradition. Therefore this article attempts to study on the Japanese employment adjustment subsidy, analyzing its reasons to exist, its contents and rules and its positive results on economy to build China's own labor adjustment system in face of globalization and trade freedom trend.
