However, aid activities still have many problems such as inperfect employment linkage mechanism, unsound training system, poor community services and inperfect employment assistance policies.In practice, assistance operations to the "zero employment family" include the following steps. Firstly identify objects by the community, then offer professional trainings. At last guide the job respectively. So,we must establish some mechanisms to safeguard them such as the leadership mechanisms, departmental linkage mechanism, information communication mechanism, the job evaluation system, dynamic management mechanisms and so on. In addition, we need to upgrade and optimize industrial structure, vigorously develop the tertiary industry and social assistance system to help the "zero employment family"realize better employment.
