A Research On Developing China's Technology Export On International Experience

Since the reform and opening-up policy has been made in China, our country has made great achievements in foreign trade, and this policy has brought advanced technology and modern management conception for China's economic progress. In the year of 2010, China's export volume has reached up to 1577.93 billion US dollars, becoming the No. one exporting nation in the world. What has been hidden behind this proud number, however, is a huge crisis. Firstly, China's exports have been confronted with a number of trade barriers from other countries or regions. It is especially true when it comes to the post period of 2008 financial crisis. Take 2009 for example, there are 22 nations or regions which adopted safeguard measures, anti-subsidy, anti-dumping and other trade barriers against China, and the value of the good involved in these trade barriers was up to 12.6 billion US dollars. Secondly, small and medium sized enterprises have seen fewer and fewer profits from export due to the appreciation of RMB, the increasing of labor cost and environmental cost as well as the rising of raw materials. Under such serious circumstance, one of the possible and important ways out for China's export is to develop high-adding-value and high-tech exports. The questions are:what is the current situation of China's high-tech exports? Does China have the scientific and technological advantages to carry out high-tech exports or is there any potential for China to export high-tech products to other countries? Compared with other countries which have made a great success in high-tech exports, are there any gaps for China to make progress in terms of technological level and high-tech exports system? If there are gaps, what are necessary measures which should be taken by Chinese government? These questions are what my graduation dissertation focuses on.On basis of those questions, the author firstly makes a brief retrospect into Western scholars'studies on internal technological transfer and trade and Chinese scholars'researches into promoting China's technological exports; by taking advantage of antithesis methodology and case analysis method, the author makes a comprehensive analysis of the current situation of China's technology export from four perspectives; then the possible reasons why China is weak in technology export are analyzed, and the potential and real competiveness for China to develop technology export is analyzed under Porter's national competitive theory; for the purpose of learning from international experience in launching technology export, the measures taken by America, one of the most successful and largest technology exporting nation, and India, which is a developing country as China, have been made studied; at end of this paper, correspondent counter-measures are proposed by the author.Concretely speaking, this dissertation paper is composed of five parts:In the first part, by making use of documentary analysis, the author, firstly, has made a retrospect into definitions of technology export, high-tech products, and high-tech export; secondly, the expounding is made about Western scholars'research about the causes of international technology trade, motivations of international transfer as well as the transferring mechanism; lastly, the retrospect into Chinese scholars'studies on the advantages and disadvantages of China's high-tech export is made, and their counter-measures are also are mentioned.The second parts is involved with the current situation of China's technology export, and composed of there sections:China's history in technology export; the current condition of China's technology export from the perspective of royalties and license fees, consulting services, computer and information service, high-tech export; the current problems of China's technology export.The former half of the third part focuses on the reasons why China performs weakly in technology export; the later half, under the guidance of Porter's national competitive theory, get involved with the real and potential competitive strengthen from the following perspectives:production factors, domestic demands, relevant supporting industries, industries'strategies, structure and competiveness as well as the functions of governments.The fourth part introduces the experiences of foreign nation in developing technology export. Firstly, America's current situation and controlling measures about technology export is analyzed; secondly, the author introduces India's current conditions and supporting measure of technology.On basis of the aforementioned analysis, the author put forward five proposals: technology innovation should be encouraged so that Chinese enterprises could be in charge of core technology; the structure of technology service and product export should be improved; technology export supporting service and system should be perfected and enhanced; management about technology export should be strengthened in terms of law; small and medium-sized enterprises should be encouragedIn conclusion, the author argues that, compared with other countries and also based on it own technology strengthen, China's technology export is under expectation; besides, the analysis of China's real and potential strengthen under the guidance of Porter's theory reveals that China is capable of carrying out technology export. Therefore, China's government should adopt necessary measures to promote its technology export.Besides, two primary innovation points are by made in graduation paper:firstly, the analysis of China's current situation of technology export is made more comprehensive than ever before because high-tech export has become a part of the study goal; China's real and potential strengthen for developing technology export is analyzed under the guidance of Porter's national competitive theory. The weaknesses of this dissertation are:necessary and latest data about India's technology export is inaccessible; effective integration about China's high tech product export data and technology export data is not made, because the two sets of data are collected respectively by different department and they could coincide partly.
