As the degree of unifying economy is improving, in trade pattern, the competition of whole world is represented as every country's structure of export trade which concentrates on intelligence and technology. The high and new technology industry belongs to IT industry. Therefore, the paper firstly describes the status of high and new technology industry in our country. Secondly, it consults the related theory of international trade and analyzes whether the theories are applicable to China. Then it points out the difficulty of developing high and new technology industry in China. Lastly, based on the analyses above, this paper puts forward the strategic proposition to realize the stride across development, to optimize and promote the export of high and new technology products, to make it become the preponderant industry. The strategic will play an active role in earning foreign exchange, strengthening our products of export trade to obtain the ability of competition in the international market, and achieving from the great nation to strong and prosperous nation.This paper consists of four parts. The first part gives a brief introduction of the background of our research and also summarizes theoretical research results of high-tech products trade,particularly, ability of competition as well as its application in China is elucidated in detail from the perspective of raising the competitiveness of China's high-tech products. The second part mainly analyzes some new characteristics appeared nowadays in China's exports of high-tech products. The third part states the unsolved problems in Exports of high-tech products which are concluded from the new features presented in China's exports of high-tech products; this part also explains the difficulties in raising the competitiveness of China's high-tech products from view of ability of competition. On the basis of clarifying and understanding of all the above problems and difficulties, the last part provides recommendations to further raise the competitiveness of China's high-tech products.Analysis showed that to promote China's high-tech products we should work hard to strengthen industrial base, develop a new driving force, improve the external environment establishment an all-round market system, improve both of the high-tech products export volume and efficiency. We should transit the high degree of dependence on external growth to autonomy, gain competitive advantage by low cost and product differentiation strategies. At the same time, we should regard high-tech industry as a strategic industry development but not breach the WTO rules.
