In the 21st century, production and life of human-induced global warming and energy security issues have been a great concern of all countries with industrialization. In the climate of concern international context, countries in the world are working hard to solve the climate problem. The concept of low-carbon economy came into being and got more and more attention by the international community. Some countries have even proposed zero-carbon economy. Since rapid economic development and the continuing tension in energy, low-carbon economy in China is also put on the agenda.This paper analyses the strategies of developing low-carbon in the process of industrialization of China in the angle of human capital. Under the guide of low-carbon economy and human capital theory, the author presents a thorough study of the current reasons, status and challenges of low-carbon economy development in our country. Based on this study, the author analyses the structure of the low-carbon economy in terms of energy structure, industrial structure and human capital. And the author suggests the relation that human capital investment and the low-carbon economic development are mutual promotion and common development, namely the increase in human capital investment offers intellectual support and environment support for the low-carbon economy development, and the development of low-carbon economy promotes the human capital investment. The author also studies technology type which is the development of the low-carbon economy required technology type, thus proposes training human capital which is accord with the low-carbon development needs. Finally, under a combination of human capital in the supporting function of low-carbon economy and our present situation of low-carbon economy development, the author proposes countermeasures and suggestions about how to develop the low-carbon economy.
