Western economists believe that economic growth not only affected by the capital of the material, such as land, capital, labor and raw materials, but also influened by the labor force quality, which namely the labour force in the knowledge and skills.As we all know, with the development of science and technology, energy and raw materials became more and more scarce, and the human resources which contributs to economic development has become increasingly prominent. Therefore, countries in the world begin to pay attention to the development of human resources, and increase the investment in human capital, and strive to maximize economic growth.China is a country which has a large population, but the per capita hold of resources are very limited. In addition, succesive years of natural disasters has increased the pressure of population and resources. Therefore, the issue that how to turn population pressure into advantages of human resources is need to pay attention at this stage of China. This paper fistly will take the human capital theory, the population supporting capacity theory, the economical moderate population theory and so on as the theory basis, and choose the post-disaster reconstruction as the background, and selcet Aba in Sichuan province as a study object. Secondly, This article will take full account of the region's economy, carrying capacity of resources and environment in Aba, and combining status of human resources after the earthquake to analysis how to carry on the human resources development in the period of the post- disaster reconstruction. Finally, the author suggest that we should take corresponding measures from aspects of concept, the number of human resources, the quality of human resources, human capital and macroeconomic environment and so on, strive to achieve the sustainable development of regional economy and regional human resources .
