Innovation Research On Post-disaster Restoration And Reconstruction Projects Management

The natural disasters are occurred frequently around the world in recent years, China is no exception. All of the natural disasters interfere with normal social production and living order. The disasters bring great losses to people’s lives, health and property. With the advance of relief work of the disasters, disaster recovery and reconstruction work has been put on the agenda."Restoration and Reconstruction" is an important part and the basic aspects of the management of natural disaster response. However, post-disaster restoration and reconstruction work is not done overnight, it is a large and complex systems engineering. For the government managers, how to do the management work of post-disaster restoration and reconstruction well is related to the consummation of reconstruction work whether in a high-quality and efficient level or not, it is also related to the vital interests of the people in disaster areas.The study analysis the connotation of post-disaster recovery redevelopment project accurately. Comparative analysis based on our existing post-disaster reconstruction project management model. Based on the comparative analysis of existing post-disaster reconstruction project management model, the author finds that the existing management model can’t meet the needs of disaster recovery and reconstruction project. Then the author proposed improved and innovated countermeasures of disaster recovery and reconstruction, including expand financing channels, outsourcing of reconstruction project management, the introduction of advanced management mode and perfecting the system of relevant laws and regulations. Followed build the best management model of disaster recovery and reconstruction projects by the innovative SMART quantitative analysis technology, and improve the deficiencies of film forehead qualitative analysis technology.Finally, the study starts details to analysis the conflicts of disaster recovery and resource in the redevelopment project, the use of relief funds management, psychological intervention in the disaster areas and the roles and functions of government in post-disaster restoration and reconstruction work four key issues. At the same time, the author proposes a series of practical improvements.
