Investment. Heilongjiang Province Absorptive Capacity Study

Regional economic growth depends on investment, and investment depends on investment absorptive capability. This paper puts forward innovative concept—the regional investment absorptive capability, and using the economics theory as a foundation to built its analysis framework. This paper discusses the investment absorptive capability of Heilongjiang province, we find it is low. After analyzing the influence factors of investment absorptive capability, this paper tries to find the countermeasures and the suggestions to enhance Heilongjiang's investment absorptive capability. The government should make effective policies to reduce the cost of investors, and improve their investment returns, reduce the risk of their investments. The government also should study developed regions' strategy for investment, transform the government functions, and improve service consciousnesses .So as to increase investment in the province, and promote investment absorptive capability, realize the development of economy.
