| From 1990s, the technology spillover effects from Foreign Direct Investment (FDI) have been a hot issue in China either in Hunan province. FDI spillovers are really there? What impacts the effects? What can the government do to facilitate the effects? The answers of these questions are important for Hunan province to make correct policies for FDI.The thesis began with the general theories of technology spillovers of FDI in combination with the theory of absorptive capability, and then the relationship between FDI spillovers and absorptive capability was discusses .The current situation of FDI in Hunan province was exposited, establishing the theoretical basis for the empirical research of FDI spiIlovers in Hunan province.In the following two empirical chapters, a statistical research was carried out using the metric economic model. The data sets used were panel data set of 14 cities of Hunan province, like Changsha,Zhuzhou,Xiangtan etc. From the beginning, the return model of FDI with the area GDP was set up from the aspect of Hunan and the separative 14 cities. By the regression analysis, the result was abtained that: the effect of FDI spillovers of Hunan province is positive, and the effects of FDI spillovers of the separative 14 cities are exist except Zhang Jiajie and Shaoyang, the effect of Xiangxi is negative, and the others are positive. Then, the paper discussed the FDI spillovers mechanism from the point of absorptive capability. The result were shown that certain human resource is the presupposition of the development of FDI spillovers effect, the advance of market competition is propitious to the FDI spillovers, over-growth of the economy opening go against the effect of FDI spillovers, the improve of the investing environment do not bring the effect initiatively, the exertion of its function need combining with other factors, and the absorptive capability should be developed. These provide some theoretical foundation to the government to attract capital correctly. |
