Since the entry into the 21st century, with the constantly development of science, technology and economy - especially the fast growth on the new economy with distinctive characteristics of network economy, knowledge economy and e-commerce innovation , people's life, production and trading method changed a lot. The competition in the market becomes more and more fiercely and the cycle life of products becomes shorter and shorter due to the rapid development of high-tech. Customer's requirements of diversification, individualization, delivery and quality on products are increasingly high. The trend of global competition has been changed from enterprises, products into the supply chains. Quality, on time delivery, cost, service and market environment have become a main measure of supply chain and enterprise competitiveness. The competitive environment that the enterprise faces is increasingly complex, and the changes in external environment uncertainty increase the difficulty of the enterprise management. The enterprise wants to survive and seek better development in the increasingly severe competition environment, must undertake their management mode. Supply chain management as a new management mode with its peculiar dominant position in twenty-first Century, has become the most popular international management mode.Under the supply chain environment, both the characteristics of market competition and enterprise management strategy have changed a lot. Procurement management must adapt this change, and turn from the pursuit of procurement management function optimization, to seek the internal resources and external resources effective integration and utilization, the integration of the procedures, processes, information, logistics, inventory, suppliers and other resources. Through the sharing of resources and integrated management, purchasing department and supplier coordination and system innovation, process reengineering, reduce purchase cost to improve the quality of procurement.This paper regards the purchasing management of AN as investigative objective. Applying the relative theories and methodologies to state how to develop the most suitable purchasing strategies, improve the purchasing methods under the supply chain environment to make sure to achieve the strategic targets of company. And focus on the improvement of purchasing management strategy of cost control, quality assurance, supplier management, and supplier relationship management. In the first chapter of introduction, I explained this paper's research background, the significance and this paper research methods and ways. In the second chapter I expatiated on the concepts of purchasing management and supply chain management. Under the supply chain management environment, I analyzed the main characteristics of purchasing management, and tell the differences from the traditional one. In addition, I analyzed the differences from supplier management and traditional supplier management in supply chain management environment too. In the third chapter, I introduced the operating status of AN and the current status of purchasing management, also analyzed the existing problems in company's procurement management. In the fourth chapter, referring the theories of supplier management under supply chain environment I brought forward practical improvement solutions to AN for the existing problems. In the fifth chapter, I brought forward the safeguard solutions in purchase process reorganization, purchasing information system and team building etc. to ensure that the proposed purchase management improvement programs can be carried out smoothly.
