Under the general background of deepening reform of rural credit Unions all over the country, Foshan Chancheng Rural Credit Union was selected to be one of the second batch of reform pilots in August 2004, which is one of the first pilots in Guangdong therefore. Recently, it has started the preparation for its structural reform, and will officially be reestablished and upgraded to Foshan Rural Commercial Bank in late 2011. Human resource, as the holder of knowledge and skills, is one of the most important aspects in company development strategy and corporate core competitiveness. As a result, planning research on HR is a vital topic for its transition to a modern commercial bank.This paper mainly studies the structural reform of Foshan Chancheng Rural Credit Union, and makes a comprehensive planning on the HR development with some positive examples of modern commercial banks. The author first states its general business situation and development strategies, analyzes its external economic and financial environment with the case of Foshan Commercial Bank, and thereafter figures out the importance of HR for the execution of development strategies. He then summarizes the general situation of its organization structure, and analyzes the troubles facing its human resource and the distance in HR management, looking for the reasons through resorting materials and taking interviews. To be following, based on the analysis of the development strategy and employment position, of supply and demand of human resource, this paper takes some related theories, meanwhile introduces and uses modern management concepts, methods and skills, and so finally proposes a comprehensive HR planning for its transition to Foshan Rural Commercial Bank, which is just according to the need for a modern commercial bank's HR management. The proposal comprises a general HR planning based on the development strategy of Foshan Chancheng Rural Credit Union, and corresponding supporting and executive measures accordingly. A general conclusion is made at last, which assesses that proposal overall.The exploratory study on human resource planning mentioned above, will be of great reference value for the 94 rural credit unions (not including the existing 5 rural commercial banks in Guangzhou, Dongguan, Shunde, Jieyang, Heyuan), by providing HR management reference for their transformations to rural commercial banks.
