The post project evaluation refers to the systemic and objective analysis on the goal, the implementation, the benefit, the function and the influence of the completed project or program. Through the inspection summary of the investment practice, it determines whether the investment expected target has been achieved, whether the project or program is reasonable and effective and whether the main performance indicator of the project has realized. It aims to raise investment benefits by finding the reasons of successes and failures through the analysis and evaluation, summing up experiences, giving advices to the future project decision for consummating the management level of the investment decisions, and also putting forward the proposal to the problems happened in the operation period of the project evaluated through the prompt effective information feedback.The post project evaluation appeared in the 1980s in our country. So far, we have already formed our own appraisal system. Along with the deep development of the investment system reform, the first appraisal and the project decision-making work has been strengthened, and the post evaluation work is taken seriously by the economic and the investment world gradually. But speaking of the industry, the post evaluation of the urban freeway is almost a blank spot.According to knowledge of the post evaluation about engineering project I have learned, and taking the Changsha loop line as the example, I attempt to accumulate experiences and provide reference for the following project by drawing on the post evaluation from other fields.)The article includes five parts. The first part is the summary, mainly introducing the concerned content of the post evaluation and the related situation of Changsha loop line project; The second part is the post evaluation indicator system of the urban freeway, establishing the post evaluation indicator system of the urban freeway and Changsha loop line project through concerned theories of the post evaluation; The third part is the prediction of the traffic volume and the establishment of the model, the former is the main part of the urban freeway constructive project and is also one of the most important basis of the urban freeway scientific management. It provides effective data support for maintenance management work of the loop line by predicting the traffic volume of Changsha loop line. The fourth part is the post evaluation of Changsha loop line project. It explains the project funds utilization and the technical indicators change by the post benefit evaluation, the post affection evaluation, the post goal endurance evaluation and the energy conservation evaluation. The fifth part is the conclusion, proposing some suggestions on freeway construction by summing up experience and lessons based on the post evaluation of the Changsha loop line.
