Village-level Debt Analysis Of The Causes And Control Of Appropriate Scale

At present, most rural organiazations have fallen into heavy debt covering a wide array of catastrophe, which has developed into not only an economic problem but also a very serious social issue, even a severe political matter. This situation, to a great extent, has hampered economic development, blemish Party's image in the masses, and weaken its organizational ground in the rural area.The essay is based on a field investigation in Sanmen County, and implied case study to analyse village-level debt in terms of its scale,structure, causes of formation and measures for dealing with it. And a large quantity of statistics and investigation have been employed to make the field study serve the subsequent analysis and conclusion.From the perspective of village-level debt,the essay presents a systematic framework for analysis, which certainly helps to overcome the scattering and lack of system in village-level debt, and analyse its formation, prevention and measures for relief.Firstly, the author reviews the researches on village-level debt home and abroad,and holds the view that financing system in developed marketing economy can only be used for reference;and then summarizes the related researches made in our country from the aspects of the debt's connotation, formation,strategy,and resolution. Secondly, after defining village organization and village-level debt,the essay expounds on the general investigation into village-level debt in terms of economic status,debt scale and debt structure. Then, by analysing direct and indirect causes for the debt, the author points out the index system for balancing appropriate national debt can be applied in village-level debt, and thus concludes that the debt in the villages of Haiyou Town is still within the appropriate range, and even in some villages,there still exists idle fund. Lastly,the author draws a conclusion that the matter of over-debt in rural area is just a regional problem, and suggests that the system of stable financial support to agriculture be established to alleviate village-level debt.
