In the period of social economics transformation, the problem of village debt becomes special production of rural economics and social development. For a long time, the debt has provided an important source of funds to the rural development, especially in the setting up of village-level public enterprises and the construction of infrastructure in rural areas. But excessive debt has become a heavy burden on the courrent operating of village organization. it is also a challenge on the current building of a new socialist countryside. Shaanxi and Gansu provinces are located in the west of China, which is relatively backward in China. Because the debt was formed for a long time and on a large scale, the cause and the debt structure should be much more complex. According to statistics, the total debt is as high as 4.812 billion yuan Shaanxi Province in 2004; Up to June 2003, the total village debt is amounted to 1.188 billion yuan in Gansu Province, and showed a rising trend. As a result of the increasing village-level debt, it has severely affected the normal operation of village-level organizations and rural social stability and development, especially on the procedure of building a new socialist countryside. The enlarge investment on public welfare infrastructure, such as rural roads, water and electricity facilities, has been facilitating the villagers' production and daily life, changing rural backwardness, and promoting rural economic development, that means it played a positive role on the development of economy. But because the shortage of investment funds, that led to the spread of new debt. The debt problem has caused the governments at all levels attach great attention. The CPC State Council had promulgated up to seven papers involving village debt problems to show the importance and urgency of effective management on village-level debt on the building of a new socialist countryside. This paper is written in such a background, this paper use the in-depth research papers in 15 administrative villages of five township in two counties of Shaaxi Province, and combine with various scholars on the domestic debt problems of village-level research results to research some aspects on the new rural construction. First of all, how to deal with the existing village-level debt. Secondly, how to stop new village-level debt. Then put forward the idea of debt management and village-level policy proposals. This paper points on the following five parts:The first part, introduction. The main topics on the background, purpose and significance, outlining various scholars' research of the current domestic debt problems of the village-level, clearing the ideas of this study, and identified research method described in this paper may innovation.The second part: the theories on village-level debt. Firstly, the paper deeply expounded the meaning and the reality of China's village-level organizations, and conducted a comprehensive system of analysis on the function of the village-level organizations; Secondly, expounded the meaning and function of financial, leads to the public products, and the transfer of public finances payment system, and other relevant theory, which laid a solid theoretical foundation follow-up study.The third part: the status quo of village-level debt analysis. This chapter is the focus of this paper. First of all, on the time of China's rural tax reforming, we conducted a comprehensive analysis on the financial income and expenditure of village-level organizations before that time. With the expenditure is more than income, which formed the village-level debt. Secondly, analysis the formation of village-level debt in the historical process, define the concept of the village debt, summed up the characteristics of the village-level debt, further in-depth analysis the formation of historical debt and new debt. Third, this part analysis the information and reference to the relevant research and scholars' literature on the scale and village-level debt structure. On this basis, explore the effects of the village debt and structural trends.The fourth part: the cause of village-level debt. In this part, the evolution of China's village-level organizations historical process and the functioning of the village-level organizations existing problems as the background and basis of the theory related to village-level debt status as the core issues, this paper analysis on the basis of the systems, policies, economic and management to find the deep-seated reasons of village-level debt.The fifth part: the countermeasures on village debt. On the basis of analysis the problem, against to the cause of village debt, this part based on the use of the theory in light of the actual investigation, pointing out the basic ideas to resolve the village debt, putting forward a workable policy proposals.
