Being developed so rapidly in the past 30 years, Private Economy has become the important component part of the national economy, and pushed the economy and the society forward energetically. However, many of the private enterprises are not so competitive and strong vitality. As for the causes, the high staff turnover rate is the main element.Basing on synthesizing the research results at home and abroad, the paper taking the example of F Company, made some on-the-spot interviews, colleted first-hand data, analyzed the situation, characteristics and negative impact of the staff turnover of private enterprises, and then searched the reason from three respects:the society, enterprises and the staffs.On the basis of the reason analysis, the paper discusses the solution for the stuff turnover, proposed that that F Company should establish all-wave and systemic institution system to deal with the problem. The system consists of four dimensions:as for the strategy, F Company should establish and achieve the administration idea of People Oriented; as for the HR management operation, F Company should strengthen the HR management, including design Career Planning for the stuffs, provide opportunities for their education and training, create centripetal force with income, perfect the promotion systems; as for the corporate culture, F Company should establish active and energetic Company Culture; finally, F Company should establish early-warning system for staff turnover. Basing on the analysis above, the paper proposed some safeguard measures for F Company to implement the institution system.
