DQ Co. Ltd is a large state-owned enterprise. After its restructure in 2007, DQ began to carry out the comprehensive budget management. As an enterprise of the old base of national industry, it still exists the tendency of the outdated management mode though, in the mean time, it has accumulated a lot of experience in management. So there are a number of issues, which are urgent to be solved, in the process of implementation of the budget management.The paper has put forward the frame of the comprehensive budget management based on strategic orientation and suitable to the reality of DQ after the basic theory concerning the comprehensive budget management had been comprehensively generalized and particularly analyzed. Taken the theory in strategic and risk management as the major theoretical basis, the balanced scorecard has been introduced and employed as the tool for implementation of strategic management, and has been integrated the implementation of the strategic goals with the budget procedures into a whole. Therefore it will be conducive to pledge to budget support for strategy, and will achieve the effective coupling of the budget with the strategy.Through analysis and design of the system of the comprehensive budget management used in DQ the paper has discussed the structural system, content, methodological system, the systems of regulation and risk prevention, and establishment of the system of the performance assessment in the system of the comprehensive budget management separately. The management methods in strategy and comprehensive risks have been employed in the field of the budget management to achieve the effective engagement of the enterprise strategy, operation and production with the budget. And the effective precaution against the risks of the enterprise budget management is and will be beneficial to enhancement of the level of the comprehensive budget management in a state-owned enterprise.
