When facing with uncertainty and highly uncontrollable external environment, innovative enterprises must obey a new mode of thinking and managing if they want to acquire sustainable development. With the gradual development and perfection of Management Theory under this new environment, the growth of innovative enterprises will be seen as an evolutionary process of development, which has become the new perspective of examining innovative enterprises'growth. Among there, synergy between strategy and culture is an important factor to promote the growth of innovative enterprises. And effectively achieving synergy between strategic and cultural require thinking for managers of innovative enterprises'evolution from the perspective of complexity and systematic, adding new concept to innovative enterprises'strategy and culture under new situation, mastering synergy mechanism and operational modes between these two, so as to help innovative enterprises adapt to an increasingly complex environment, as well as achieve independent innovation.Firstly, through sorting and reading lots of relevant literatures, this thesis summarizes and analyzes complexity characteristics of innovative enterprises system, strategic system and cultural system from the perspective of complexity science, determining the study purpose and objects of the thesis, defining the study assumptions and hypothesis. On this basis, this thesis defines the meaning, influencing factors and nature of innovative enterprises'strategy system and culture system when they are in the self-organizing system state. There are eight parts of strategy system:information perception subsystem, status evaluation subsystem, Information into transmission subsystem, strategy formulation subsystem, strategy-driven subsystems, strategy implementation subsystem, strategic evaluation subsystem and inner-control subsystem; culture system is composed of physical subsystem, behavioral subsystem, regime subsystem and spirit subsystem. This thesis uses relevant theories and methods of Synergetic to identify order parameters in strategic system and cultural system, recognizing that learning ability is the order parameter of guiding the strategy system to evolve, meanwhile values is the one to guide culture system to evolve, then discussing the two synergetic mechanisms of these two systems based on the dominant role of order parameter and Synergetic methods. Secondly, based on enterprise management synergetic concept, this thesis discusses the important function that synergy plays in business management synergy with relevant theories of complexity science, and validating the promoting effect synergy between strategy and culture has on innovative enterprise system's evolving process through deriving evolution equations. According to three drivers such as the external environment, adaptability and enterprise population, and systems mechanisms'building principles such as openness and specificity, this article constructs a theoretical model of synergy mechanism between innovative enterprises'strategy and culture. Meanwhile, operating logic of synergy mechanism between innovative enterprises'strategy and culture is thoroughly elaborated based on the "form-achieve-control "mechanistic operating principle.Thirdly, under different perspectives of system science, life science and complexity science, this thesis analyzes factor conversion mechanism, information transmission mechanism, control mechanism, evaluation mechanism and the principle of self-replicating mechanism which constitute the synergy mechanism innovative enterprises, and discussing the operating modes of these five mechanisms which has stimuli in the environment as a precondition, so as to illustrate different roles the five mechanisms play in synergy mechanism between innovative enterprises'strategy and culture.Finally, fuzzy C means clustering method is used for cluster analysis in Heilongjiang Province's ten innovative enterprises to see their level of synergy. By comparing results, this thesis intends to find separate problems of innovative enterprises'synergy in operating with different clusters, proposing corresponding countermeasures and suggestions in accordance with issues, in hopes to achieve effective synergy between strategy and culture in China's innovative enterprises, providing necessary theoretical support and practical guidance to enterprises'independent innovation.
