In the long term, the water enterprises want to gain a foothold on the water market and to achieve sustainable development in the competition of the fittest surviving market, only cultivate and develop its core competencies to form a competitive advantage in the domestic market.Through the analysis of Water Group management status in domestic and abroad, we can draw implications about the management of Water Group. According to the characteristics and factors of Water Group Management, we can determine the key elements that impact the management model of Water Group. And we can construct the management model of Water Group by the resources, systems, innovation and enterprise culture so that we can analyze its characteristics of self-organization and functions. What's more, the paper analyzes the relationship of the elements such as resources, systems, innovation and cultural sub-model that construct the Water Group management model. Based on it, the paper integrates AHP to Build the primary evaluation index of Water Group Management and use group decision of largest eigenvalue method to select the indicators and construct effect evaluation index system and evaluation model of Water Group management model. we application the management model in the actual evaluation results of Harbin Water Group management mode and theory and practice contact each other closely.At last, based on the sustainable development of Water Group, we propose the strategy to ensure the effective operation of management model.
