A Study Of Economically Evaluation For The Project Of Conducting Songhua River Into Shuangyashan

Shuangyashan is a comprehensive, regional city, which bases in coal, electricity and grain.It is an an important part of coal-electricity base in the eastern of Heilongjiang Province. With the development of social economic, especially the construction of coal electricity base in the eastern. The conflict between water supply and demand has become increasingly prominent, and industrial water demand is very urgent, too. After some coal chemical enterprises coming up, demand for industrial water become more urgent. To meet the needs of urban-industrial park development, it is essential to build water supply projects, benefiting both economic and social development.According to the overall planning of Shuangyashan City, once Hanconggou water supply project is completed, the reservoir could be as domestic and industrial water source of urban areas, but not Taibao industrial park. Therefore Songhua River would be the only water source introduced into the Industrial Park. Coal-based industries of Shuangyashan mainly concentrated in the Eagle's Nest and Ling Tung Taibao industrial park area. In order to ensure economic development of this area and meet the water demand for Taibao industrial park, this study intend to solve the water problem of Taibao industrial park and provide a reliable foundation and technical basis. According to the city planning of Shuangyashan, this paper analyses the feasibility and necessity of the project of Songhuajiang-to-Shuangyashan diversion. Also according to the basic theory and method, this paper gives a comprehensive evaluation of the project's financial indicators, economic efficiency and the risk of uncertainty. This paper has provided a basic reference to the regional economic development of Shuangyashan City, and it also gives a comprehensive evaluation of this project from a view of ecological environmental protection.It enriches the value of project feasibility theory, and also shows the public welfare of this project.It has a strong practical significance of regional economic development and engineering ecological evaluation.
