For the purpose of rational utilization land resource, it's important to improve the construction land's economy efficiency, and the eco-environment for human settlement and the sustainable utilization of land resource with the implementation of comprehensive evaluation of construction land intensive use. At present, the land intensive use evaluation is applied extensively on inner city construction land, industrial development zone, etc.. Thirty years since the reform and opening-up policy in China, with the booming of the economy of the Pearl River Delta(PRD) region, the rural-urban construction land and communications and water conservancy land have expanded dramatically. Urban problems such as the low level of land intensive use, inner city and surrounding area pollution are very pressing at present. Especially in the littoral area of Pearl River Estuary(PRE), cities'residential, commercial services, water transportation construction projects cover a large amount of coast zone, which destroy the mangrove grew in the infertidal mudflat, decrease the wetland resource, pollute the inshore water and occupy waterfront landscape. In this paper, we take the cities'Harbor &coastline in the littoral area of PRE as an example to probe into the unitary construction land intensive use evaluation to provide a feasible plan to improve the intensive, economy and sustainable utilize of harbor & coastline.Firstly we draw the basic relevant theory and research approach about land intensive use both at home and abroad on agricultural land, urban construction land and industrial development zone. Secondly we put forward the concept and connotation of harbor & coastline intensive use. Finally we establish comprehensive land use status quo, land economic interest of the city as the macro-indicators, and land use status quo, land economic interest, operation intensity of the harbor & coastline as the micro-indicators. After the consultation with the experts, as well as the characteristic of this region and the data condition, we finally chose 14 indicators to establish the indicator system. Moreover we adopt AHP method to figure out the evaluation indicators weight and standardize the indicators data. We adopt an AHP method basic, multifactorial comprehensive evaluating model to calculate the intensive use of the cities'harbor &coastline in the littoral area of PRE, including Guangzhou, Shenzhen, Zhuhai, Dongguang and Zhongshan, The result indicates that Shenzhen possesses the best level of harbor & coastline intensive use on most sides, except for a weak point at the harbor operation intensity indicators. The underlie is Guangzhou due to the insufficiency of harbor land use status quo and city comprehensive land use status quo indicators. Dongguang is in the third row. It's city comprehensive land use status quo indicators represent that the city's land use type such as residential, commercial services, industrial and mining, Warehouse and transportation construction is in a better condition. However the shortage of coastline resource accompany with the lower level of harbor operation intensity indicates that Dongguang shall utilize the harbor & coastline resource more intensively. Zhongshan possesses a weak advantage on the harbor operation intensity and city comprehensive land use status quo, but harbor land use status quo indicators are too low which makes it No. 4 ranking. Because Zhuhai's industrial development is so slow that regional gross domestic product is on the low side. Investments on harbor & coastline insufficiency and so on result in the weakest but not worst city of the five. It's staying power of development is still strong, Zhuhai should be encouraged and guided under the principle of environment and natural resources protection, and insist on an intensive development road. Finally, a comparison is made to the five cities, and some suggestions and strategies have been put forward to help improve the intensive and economical use of harbor & coastline is put forward.
