Constructing Yunnan Province into an opening for the bridgehead of China is the ardent expectation and the requirements of President Hu Jintao, this is not only an important strategic center, but also the need of reality and a rare opportunity for Yunnan Province to promote their development by opening up. Construction of Kunming International inland port Economic Zone of China is the concrete implementation of the strategy and the core support to implement the bridgehead, construction of Kunming International inland port is a vital content of constructing the Kunming into an international gateway city and major important bridgehead to the Southwest of China.Construction of Kunming International inland port is a large project. Duo to the large-scale, long period, and use up a large amount of money and land resource during the construction, it would have serious resource waste and also have negative impact to the city's master plan.This article is a follow-up study based on the Kunming's 12 th Five Year "Modern Logistics Development Plan, and is a further in-depth theoretical study on the construction of the Kunming International inland port. First of all, after rearranging the relevant concepts of the International inland port, the three stages of its development are raised up:the initial stage of coastal ports served as a subsidiary of Harbor; the intermediate stage is to have an equal partnership among other seaports and land ports; advanced stage of development is becoming to be in the core logistics level that all seaports and land ports will become the branch ports and feeding ports and they serve for the core international land ports. Secondly, applying the SWOT methodology to analyze the strengths, and the weaknesses of internal environment of Kunming International Inland port Development Strategy, as well as its opportunities and threats. And the demand of the freight and freight turnover logistics development in Kunming is also predicted from the social and economic aspects, and then we can draw a conclusion that rapid economic and social development of Kunming will provide a broad market space for the International inland port Development. Finally, future trends of Kunming International inland port is studied by using of principal component analysis model, we can see that integrated logistics capabilities in Kunming increases year by year and the development of its logistics environment has a good shape, however, the technology environment needs further strengthened. Finally, the order of issues of five major logistics bases covered by the international land port in Kunming has been studied. The Level-Gray evaluation method is employed to have a comprehensive integrated assessment for the order of the logistics bases, and the order of construction of the project is determined. Phase I is to construct the Cheng Gong rail container logistics center and the International Airport Logistics center, Phase II is to construct Song Ming Bonded Logistics center, An Ning South Asia international logistics center and Jin Ning Southeast Asia national logistics center. To make sure the international land port in Kunming has a smooth implementation of strategic planning to play the best value of money, while reasonably using of limited funds is indispensable.
