On The Promotion And Transformation Of Agricultural Science And Technology In Zhejiang Province

China is a gaint developing country on agriculture. A key factor which hinderring the agricultural developping is low transformation rate of agricultural achievements. Promoting the transformation and promotion of agricultural technology is the key to develop the modern agriculture. As China's developped province, Zhejiang Province takes the lead both in agricultural modernization and in promoting the transformation and promotion of agricultural technology. It is meaningful to Zhejiang Province and other provinces in China in analyzing the effectiveness and impact factors on promoting the transformation of agricultural technology.Base on the literature review and the theories of scientific and technological progress, technology transformation and technology resource allocation, after sencondary metarial collection and key information interview, this paper analysis the status, effectiveness, impact factors on the transformation and promotion of agriculture technology in Zhejiang Province.(1) The effective promotion system was established on agricultural technology. The mode of operation was rational. The establishment of Agricultural Science and Technology Promotion Award incentives the scientific and technical personnel to transformate scientific and technological achievements into agricultural productivity. Therefore, the achievements are as followed: promoting agricultural development, increasing per capita net income of farmers, and cultivating a number of scientific and technological achievements which enhancing the effects of scientific and technological innovation in the agricultural sector.(2) It is needed on promoting the transformation of agricultural technology constantly. The main reasons are: the supply and demand of agricultural technology is not fully consistent; lack of the funding on transforming the agricultural technology achievements into real productivity; the structural imbalances in agricultural research personnel; lack of demand drivers of farmers; extension system is not perfect, and the imperfect agency functions, etc..(3) Countermeasures: the capacity-building on the original innovation of agricultural science and technology; to increase funding in agricultural science and technology efforts; strengthen agricultural qualified personnel; deepening the agricultural transformation system; and enhanced leadership and management innovation.
