There were many changes on China' economy after the financial crisis in 2009. The tourism industry was defied as one of the most important strategic industries of China。The domestic consumption as one of the three main elements promoting the economy was paid more attention by the government. After nearly a decade of rapid development, China's domestic tourism has been the dominance of the three tourism markets, and the stimulating effect on domestic consumption also began to appear. The data from 2000 to 2009 were used to value the function of domestic tourism in meeting people's tourism demand and promoting economy from the fairness and effectiveness prospect. It aims to measure the level of China's domestic tourism. It tries to build the evaluation mechanism of domestic tourism to provide a policy-making reference for tourism companies and the government. The theories used in the paper are the principle of equality in welfare economics, the consumption theory in macroeconomic, the Gini coefficient and the industry contribution rate. On the one hand, the main two evaluation indicators of the fairness character of domestic tourism are the domestic consumption Gini coefficient of urban and rural residents, and their satisfaction of the quality of domestic tourism service. On the other hand, the effectiveness evaluation of domestic tourism consumption is based on the comparison of the contribution rate and economy-stimulating role between domestic tourism consumption and housing and automobile consumption.After the analysis of the three tourism markets in the last 10 years, and the analysis of the equality of domestic tourism consumption in urban and rural residents, as well as the analysis of the effectiveness of China's domestic tourism, the conclusions are as follows:(1) The structure of the outbound tourism, inbound tourism and domestic tourism market should be rethought. As the mainland's first two largest tourism destination and tourist sources cities, the tourism market in Hong Kong and Macao greatly enhance the scale and status of China in the international tourism market. If Hong Kong and Macau were included in the domestic tourism market, its scale would be larger, and the rank of China's international tourism status will be lower.(2) There is a dual structure of domestic tourism consumption between Urban and rural residents in China, which told us the unequal distribution of domestic tourism consumption between different people.(3)Tourism industry has an obvious advantage in increasing employment, while it is at a low level in stimulating domestic consumption.
