Central Place Theory is the classical theory of the urban geography, which historicalbackground is so different with modern society that the universality of the theory is greatlyreduced. The paper lists the development venation of central place theory from the newbackground and prerequisites, it points out the necessary of the theory innovation. And thetransport elements as a starting point to discuss how the changes in the traffic elements impactsthe central place system, summarizing the simple function and influence factors of central placesystems'development which is under the influence of the transport elements. Based on theorydiscussion, taking Shenyang Economic Zone as experiment areas, quantifies the 1992, 2000 and2009 three-time phase traffic accessibility using the shortest possible time Matrix method, onwhich basis we can come to know traffic comprehensive capacity and its classification. And wecan define the level of Shenyang Economic Zone central place in the three-time phase bythe comprehensive evaluation method, which is comparative analysis with traffic comprehensivecapacity. From the Combination of traffic spatial structure and central place and diffusion spatialstructure, makes a conclusion that the changes of Shenyang Economic Zone traffic elementspromoting the changes of the regional central place and diffusion spatial structure. The spatialstructure of transport accessibility highly connected with central place and diffusion spatialstructure , forming coupling mechanism. And then concludes the general mode of action and themain mechanism of central place and diffusion under modern traffic elements.
