Great development has been made in China since the Opening and Reforming policy was launched. However, it has not been fully shared by the whole group, leading a very obvious imbalance from different districts. As a result, President Hu Jintao initiated an idea called "Inclusive Growth" in 2009, which, is a kind of equitable, sharing, harmonious and overall development. This is related with the regional development to change the imbalance phenomena. Due to the natural and cultural differences, the imbalance problem, existing among different tour resorts, will seriously influence the overall effect of the tourism and its sustainable development. So in order to make a balance and narrow the gap, the "Inclusive Growth" is of great necessity.On the basis of inclusive growth and balanced tourism development, this paper mainly focuses on the balanced development in the "Big JingGang Tourism Circle". After an analysis of the situation in the "Big JingGang Tourism Circle" and JingGang area, there exists great imbalance between counties from the perspectives of tourism investment; tourism industry scale; and tourism development level. That imbalance, attributed to the history opportunity; market motivation and government assistance, is very obvious between the counties at the foot of Mt. JingGang and in the JingGang City; meanwhile, it will greatly influence the overall sustainable development both in the Big JingGang Tourism Circle and the JingGang city. As a result, under the guide of inclusive growth, we can achieve prosperity in the Circle characterized by "motivated by JingGang Tourism and mutual development between JingGang tourism and Ji'an tourism". To get the goal, three kinds of mechanism are needed:the government's motivation mechanism, Mt.JingGang's promotion mechanism and the self-development mechanism in other counties near Mt. JingGang. At the same time, the awareness of Inclusive Growth should be rooted in the people's mind to open its tourism; cooperation is vital to its development and the fair opportunities provided by the government should be guaranteed.
