The tourism industry is known as the industry with the most obvious economic radiation effects and the lowest environmental pressure and resource consumption.Under the background of the transformation of China's economic structure and the transformation of development methods, modern tourism has become an industry actively supported and developed by many local governments.Jiujiang is located in the northwest of the Yangtze River and is a famous tourist city at the junction of the Beijing-Kowloon Railway and the Yangtze River.Since the 1990 s,in order to upgrade the tourism products, various tourism regions in the country have begun to reorganize the tourism resources within the region and reconstruct the tourism image.Jiujiang has also tried in this area and has achieved certain results, but it is in contrast with the hot tourist areas.Than the effect is not very significant. This study takes the development of modern tourism in Jiujiang City as the research object, based on the theory of circle structure, the progressive diffusion of point-axis theory and the regional tourism cooperation theory, and aims to build a “big tourism circle” of modern tourism in Jiujiang City.In the research process, this article uses a combination of literature research methods, case study methods, and field research methods.First of all, this article defines the concept of tourism circle, and carries out a theoretical analysis of the relevant theories involved in this study and the dynamic mechanism of regional tourism cooperation.Secondly, this study summarizes the modern tourism resource endowments of Jiujiang City and builds Jiujiang City's modern tourism. The necessity and feasibility of the “big tourism circle” was fully discussed.Thirdly, this study carried out a strategic plan for the “big tourism circle” of modern tourism in Jiujiang City, and provided a strategic framework for the “Grand Tourism Circle of Jiujiang City”.And the content of the strategy; Finally, this study gives the "corporate responsibility" of the construction of the "Jiujiang City Tourism Circle",the main corporate behavior, and the construction of the implementation of safeguard strategies. This study believes that Jiujiang City should build a “Jiujiang City Tourism Circle” including Jiujiang City,Nanchang City, and Jingdezhen City.On the one hand,it can not only exert the growth role of Lushan as an advantageous tourism resource, but also can effectively exert regional influence. The complementary functions of different tourism resources within the region will enhance regional tourism competitiveness. In terms of constructing strategic content in the "Jiujiang City Tourism Circle",the first is to build a "large tourism circle" regional tourism transport body, the second is to establish a long-term mechanism for the coordinated development of regional tourism, and the third is to enhance the brand awareness of the "big tourism circle" and Influence. At the same time,in the process of constructing the “big tourism circle”,tourism enterprises are the micro-subjects of construction and implementation.First, they can optimize the tourism service package within the tourism circle;second, they must strengthen the exchange and cooperation of tourism enterprises within the region;"Travel Circle" tourism services and products. Finally,in order to ensure the smooth implementation of the “big tourism circle” for the modern tourism industry in Jiujiang City, the first is to provide organizational guarantees and to guide the implementation in stages. The second is to ensure that the tourism circle is funded and talented, and the third is to improve tourism circles. The fourth is to establish a self-discipline management mechanism for the operation of “big tourist circles”.
